Airline Carry On Rules For Luggage

I flew out of Orlando on Feb 16th 2006. I’m handicap,54 and I was in a wheelchair. I checked in with the Skycaption and told him I wanted my large bag checked and the small was a carry on. Another Skycaption came and wheeled me to security, I thought my bag was on the back handle of my wheelchair. When we went through security, the wheelchair went another way. By the time I got back into the chair I was in pain and didn’t notice where my small bag was. When we got to the gate I ask for it and he said it was checked. I told him I wanted it back and he told me to ask at the gate desk and they told me it was already on the plane, sorry. In Detroit when I seen my small bag come out and the handles weren’t snapped and it was unzipped 3 inches I knew my Jewelry was gone all $12,000. Someone dumped everything out of my bag and got to my small case in the very bottom. No one but the person that scanned it with TSA could have known it was there. So far no help from anyone, we are not safe.
