Airline Carry On Rules For Luggage

I’m moving to the US in January 2007 and my dog will come with me . From my town no airline comapny will carry any pets to anywhere , only cargo . I do not want to send my dog as “cargo” ! I want him too fly with me , with the same flight , even if from a different airport . My dog is about 12 pounds and tall about 30 inches .
