Why on earth would you pack any kind of shaving supplies in a carry-on? It’s not like you’ll need it during the flight. And if your checked baggage is lost, razers are easily replaced. Pack it in your checked luggage.

Yes, you’re allowed to carry on razors and cartridges as long as they’re “safety razors” which includes a Gillette M3. They do not allow the old fashioned straight razors.
