Yes you can. While not specifically mentioned on the TSA website, I have never seen or heard of anyone having their electric razor consficated. My friend is a flight attendant and has never had his taken away.

im fairly sure they wont let u on with that as carry on. i had a friend who took a mechanical pencil on as a carry on with some paper and they took that away from her. so if you bring an electric razor they might just freak out.
