I work at the airport….and you are not allowed to have any liquid or gel materials inside you’re carry-on, you can thought have them in your big suitcase because they put that through D-10 scanners and can see exactly what you have.
I don’t think there is any justification for it to be on carryon luggage, so I don’t think they flexed the security regulations to allow it now. You can survive a few hours without shaving cream, and facilities to brush your teeth on aircraft aren’t that great, and if luggage goes lost, the difficulty to replace a tube of toothpaste is no big deal, so your toothpaste may as well be in baggage compartment luggage.

Unless they’ve changed the rule again, it depends on the size.
If a liquid item is less than 3oz in volume and fits in a quart-size ziploc bag, it is permitted in carry-on luggage after inspection by a TSA officer.
This means that if you have a travel size toothpaste tube, it’s probably OK, but your shaving cream and possibly your cologne will probably have to go in your check-in luggage.

My friend just flew and they took a lot of things away, they told her that it has to be in a quart zip lock baggie. She went home with some and had no problem. I would suggest to go on line and see their requirements.
