my son will be coming to pa with us in dec ill be holding him but my q’s is will he be considered a passenger and if so does he get a carry on i.e diaperbag?

I’m a former Flight Attendant and I fly a lot with my three children.
“Lap” babies are not considered “passengers” in the full sense of the word. They don’t get a baggage allowance but having said that, some airlines allow the parent to have one extra carry-on bag, specifically for the baby.
Check with your airline but usually they also exempt strollers and/or car seat for checked bags. NEVER check a car seat in as luggage. It could get lost and/or damaged in the hold. Always try to use it on board (if there is an empty seat) and if not, GATE check your seat. Bring it to the door of the aircraft and have it sent down with the stroller. If you have a “travel system”, this is easier.
Sometimes the official airline rules don’t pan out in “real life”. I don’t recommend that parents lie or hide anything but a “don’t ask, don’t tell” policy is a good idea. If you loudly ask “Can I bring BOTH…??” and the agent, who either didn’t notice, or was going to give you a break, all of a sudden, their coworkers and possibly their supervisor heard…
Please note that it is a myth that babies have to swallow or suck on take-off and landing. Disregard any tips which say this.
