Airlines and Car Seats (Britax Marathon)?

We are planning on going to Europe this summer and would like to take our Britax Marathon car seat with us, our Baby will be 7 1/2 months by the time we would like to leave to Europe.
My question is, do we have to check-in the seat with the airline or is it a carry oThe car seat is 15 1/2 lbs.
Will they consider the car seat as a luggage? If so, will I be only able to take a luggage of clothes for myself and the baby?

PS: Also, if anyone knows how the rule about car seats is on military planes (flying out of Dover or McGuire). Thank you.
