Do airlines still allow you to bring one carry-on bag, and if so, what is the maximum size allowed?

The carry-on bag that I currently have was allowed on a Southwest flight a few years ago, even though it was a little larger than the dimensions quoted by the travel agent. The reason I guess they allowed it was because it still fit in the wireframe behind the counter that they must use to make sure bags aren’t oversized.
What I would like to know is if this wireframe is a standard size that all airlines use, or should I contact the specific airline that I will be using to verify their size requirements (or even if they allow carry-on bags at all)?
