Stuck in Montevideo, Uruguay because of immigration rules?

I am asking because my friend is “stuck” in Montevideo, Uruguay. He is a Mexican immigrant, but He flew to Uruguay from the United States. He was told that he can only stay in Uruguay for 90 days. He was going to go to Mexico a few days after the 90 days which was schedule. However, there was a circumstance that his babies, who live in Uruguay, were sick the night before he left. He had to cancel, and reserve another day which was almost a month later. He was ready to go, but he was stopped at the check-in because a worker there told him he had to pay 100 USD for a carry-on bag. He saw the employee put his money in his pocket, and demanded to give back his hundred. He was told that he could not leave, and so once more, he cancelled his ticket.
