Can airline passengers take shampoo and such on their flight in carry-on luggage, or is it still banned?

I’m flying to California for Memorial day weekend and I only plan to use a carry-on bag or suitcase. I thought I heard it was once again allowed for passengers to take shampoo and lotion and such on their flights, but I’m not sure so I wanted to find out before I go buy my travel toiletries.
